A hamster
There is no breed of dog that is completely 100% healthy.
And it depends on your lifestyle and what your looking for in a dog.
How much do you have to spend on your purchase? A pure breed dog with health cleared sire and dam is going to cost. If you can afford it a Cavalier King Charles Spaniel would be a great first time dog for an apartment dweller. Make sure you get one from a code of ethics breeder who has their breeding stock health certified and can prove it.

on there they have a test you take about your lifestyle and what qualties you want in a dog and they give you a list of breeds and their pictures.
ADD:
oh, i didn’t read this thoroughly. maybe you shouldn’t have a dog. you have to pay health bills because anything can happen even to a dog who is seemingly healthy
I would say a beagle, corgi, poodle, or terrier.
Go to a shelter and see what they have. You may be able to find an older dog that is already housebroken and has some training. An older dog also will be more laid back and less likely to chew up the carpet or wood.
Honestly I don’t think your family should have a dog if your father doesn’t want to have to pay health bills. Any dog, purebred or mutt, can have a health problem at any time. It’s a part of pet ownership. I know this isn’t what you want to hear, but that is my humble opinion.
edit: re Cavalier King Charles Spaniels.. almost every parent dog has a heart murmur. it is rampant in the breed. They are one of the least healthy purebreed dogs. The breeding dogs would need to not breed until the age of 5 to get a clean bill of health and no breeder that I know of is doing that.
a Pug.
I have a Flat Coat Retriever. I have a big family of six and right now we are living in an apartment. I don’t know if its all dogs of this breed or just him but he is very mild, and calm. He doesn’t bark. He is energetic outside and likes to play but he know when to be calm. We walk him and play with him and hes perfectly healthy. I would suggest this breed. They are a new breed. If you treat him right, give him exercise and his meds that dogs need ( heartworms, ect.) the dog would be perfect. (I don’t know if this is all dogs of this breed or just mine. I have not met any others of this breed.)
Shiba Inu. Though, i’m sure it will get sick at least once, a shiba has no known health defects. They are somewhat small and they have low energy levels inside the house. but they would love to play outside with your sons.
I have two sheland sheepdogs there brother and sister . there very smart and were easy to housebreak and they love to be with you. we have a big yard with a fence and they love to run and chase the squririals in our yard of course the need to be brushed twice a week and have baths every 4 months and they do shedd but i brush mine alot they are healthy and i take mine to our vey for regluar for there nalis to be cut and you can teach then to do tricks if one wanted to. there perfect dog for an apartment . just make sure to give it alot of execrise like walks and we got ours from a very good breeder . please dont buy a dog from a pet shop there the rejects that the breeder didnt want and they the puppys in the pet shops have health problems .
If your looking for a larger dog probly something like a golden retriever or a yellow or black lab
If your looking for a smaller sized lap dog youshould consider a pappion because i have one and they are usually very healthy and they LOVE to play with kids. (theres 5 kids in our house) they are extremely smart and dont require alot of work.
jack russel ? small yet fun.
I dont suggest a dog if the dad is not ready to fork over money for a possible blown hip or bloat, etc.
Stay away from guinea pigs too unless you want to spend 500 at the emergency vet for a shot of Baytril.
If your Dad doesn’t want to pay health bills then you shouldn’t get a dog. Because no dog is 100% healthy. You can get a healthier dog though by buying from a Reputable Breeder.
I don’t know of any low maintenance dogs. Except for ones that don’t shed and don’t require a lot of grooming.
And any dog will go outside and play.
And most dogs do well in an apartment if exercised.
You need to be more specific. About what you need.
A good start would be the size of the dog you want.
And whatever breed you decide on research it throughly before buying or adopting.
Pug. Weighing in at 10 to 25 pounds, the pug is perfect for the apartment dweller. Small and compact with a pushed-in face, the pug is a clown at heart. With a short hair coat, this breed does not need special care and is a loving member of any family. As long as he is taken for brief walks, he is happy to sleep the day away. It all depends on how responsible you are though if you have a busy lifestyle you should not get a dog, they need attention.
